Well in my opinion, we have multiple of certain legendaries. In that case, only strong members of that species has the ability of ultra telepathy (i.e. Lugia can do this but not Lugia's kid silver until he's grown up for some time). The "main" legendaries tend to be only one or very few, while side legendary pokemon are more wide spread {{tag>lore wip}}
